Probes Into Enhancing Foster Care Service For Disabled People

Foster care service for disabled people plays an important part in the construction of social service system, which is also a brand new safe-guard measure benefiting disabled people. Howerver, foster care service guided by the government is simply experiencing its tentative stage in our country and falls far behind the increasing social need, creating many problems to be settled in recent years. This article analyzes the present situation of the foster care service for the diabled, taking Yancheng as an example, such as imbalanced development levels between unban area and rurual area, difficulty in raising funds, poor mangement and a lack of professional personel. Afterwards, the article focuses on the solutions to enhancing foster care service. We can borrow some mature practices from developed countries to update the development theories in this field and expand service models. Besides, the article comes up with detailed measures as to make foster care service more scientific and standard, eventually establishing a service system based on home trust, with community day-care as complement and foster care centers undertaking the main duty.
