Research On Government Responsibility Fulfillment Of Disabled Care Services In Yueqing City

Since the 18 th National Congress of the Communist Party of China,the cause of disabled people has steadily developed with high quality and has achieved historic new achievements.Disability care services are an important component of the cause of disabled people,and a "livelihood project" to improve the basic public service level and quality of life for disabled people.Building a mechanism for disability care services has become a common public issue that society and the government cannot ignore.As a public manager,the government should bear the responsibility of providing care services for people with disabilities while accepting citizen commissions.Based on the introduction of Yueqing’s care service mode and service status,this paper summarizes the implementation of Yueqing gover nment’s responsibility in care services for the disabled from the aspects of Yueqing government’s financial input,system construction and supervision,supporting service facilities construction,and social support network construction,and analyzes its existing problems and causes,it is concluded that the Yueqing Municipal Government has insufficient investment funds to cover the needs of care for the disabled,the implementation and supervision of care policies are not in place,the supply capacity of institutional care services is insufficient,and a sound social support network for care for the disabled is lacking.The main reasons for the problems are that the Yueqing Municipal Government has a single source of funds for care for the disabled The government is decentralized in the management of care services for the disabled and lacks a strong implementation and supervision mechanism.The government launched care services for the disabled late,developed slowly in the early stage,and the government’s social publicity on care services for the disabled is insufficient.Then,it proposes operational solutions such as refining the relevant policies of care services in line with the city conditions,strengthening supervision,accelerating the construction of care services in Yueqing,and improving service levels.
