Research On Problems And Countermeasures Of Foster Care Of Orphans And Disabled Children

The welfare of a country symbolizes the extent of its economic development.Children are the future of a country.China has the largest number of children in the world,so the welfare of children is the top priority in the development of China’s welfare undertakings.Among them,orphaned and disabled children become vulnerable groups due to physical,psychological and other diseases or defects.In the 1990 s,China began to develop the family foster care model.Compared with the institutional care model,the family foster care model can play a more positive role in promoting the life and growth of orphaned and disabled children.With the development of the pilot work of "moderately inclusive child welfare system" in China,great attention has been paid to the welfare provision and the realization of children’s welfare right,that is to say,social welfare has developed from guaranteeing the basic right to survival of service objects to guaranteeing the right to survival and development of service objects.The Ministry of Civil Affairs issued the Measures for the Administration of Family Foster Care in 2014,which stipulates the scope of foster children,the selection of foster families and the period of foster care.Firstly,this paper puts forward the significance of the research through the understanding of the foster care background of orphaned and disabled children.And through reading other scholars’ literature on family foster care from the aspects of policies,characteristics,current situation,existing problems were reviewed,to have a certain understanding of China’s family foster care.On this basis,53 foster families in Xinzhou City and Datong City of Shanxi Province were interviewed.The interviews mainly involved the basic information of foster families,foster children,foster parents,as well as the basic food,clothing,housing and transportation of foster children.Through interviews,the author obtained effective data and information on the investigation of the establishment of local family foster care relationship,the content of family foster care service,the effect of family foster care service and so on.Secondly by foster parents and foster working controller,foster children’s interview arrangement analysis,found the local incomplete children family foster care there are lack of perfect policy system,foster care process is not standard,foster homes insufficient mobilization,foster work problems such as lack of supervision and evaluation,finally,in order to promote the development of local incomplete children put forward countermeasures and Suggestions.
