The business of fire control is concerned with the most important aspects of every member in the society, life and property safety. The very object of fire control is to protect life and property safety and maintain people’s livelihood foundation. In the long process of forming and development of human society, it cannot be denied that the safety of individual’s life and property is the most realistic, direct and fundamental interests to every member in the society. Moral principles and norms, which are used to adjust fire control professionals who are engaged in various moral relations in fire fighting, develop quickly along with the fire control business and play a very important part in fire control business.In china, the public security and fire service department is the active military unit. Their main tasks are fire preventions, fire fighting and emergency rescue. Its main body is fire officers and soldiers. As a result of the continuous development of the social modernization and the transformation of the army, the professional ethics of fire officers and soldiers presents new changes and new characteristics. Meanwhile, there has been a tendency that executive of fire management are not moral all the time in the fighting and rescue, law enforcement and supervision and daily management.This paper focuses on the tendency of the immoral behavior of fire professionals and, comes to the concept of the professional ethics of fire officers and soldiers and explains why the professional ethics of fire officers and soldiers is urgently needed from the perspective of the importance of life and property rights.
