The Beijing International Music Festival, as a typical cultural event, along with the ShanghaiInternational Art Festival, not only share similar experiences in their backgrounds, characteristics,operation abilities, marketing strategies, market reactions, and brand effects, but also hold each oftheir unique features. The two art festivals that’s been mentioned, also known as theBeijing-Shanghai Art Festival (BSAF), both has been founded for over15years, has accumulateda great deal of hands-on experience in its field of expertise. This article is to provide evidence oftheoretic research by analyzing the BSAF experiences, for enhancing its effect of motivatingurban cultural development in local communities. By applying the Literature Collecting Method,this article includes understanding of operation management, development trend, brand buildingof the BSAF, which prepares the theoretical principles of this research; by applying the CaseStudy Method, the article explains the self-evolving characteristics of the BSAF, which providesthe angle of this research; meanwhile, by applying the Comparative Study Method, the articleanalyzes the common characters and individual features of the BSAF. Based on the map ofevolution of the BSAF, the article points out the three effects of the BSAF on urban culturaldevelopment: From the aspect of cultural resource motivation and innovation by international artfestivals, the BSAF promoted integration in human resources, art production resources, andfacility resources; from the aspect of displaying and leading urban cultural communication andcollaboration, the BSAF shows the two significant characters of self-positioning of art festivals,which are the displaying function in foreign cultural communication and collaboration, and theleading and spreading effect in local cultural communication; from the aspect of promoting urbancultural cohesion, the BSAF gives the impression of "keeping it balanced”, in which promotescitizen cultural qualities while improving public cultural cohesion, as always.
