FSE(Festival & Special Event) is the floorboard of the festivals and special events, international festival activities can not only promote the development of one country's economy, in the field of politics, culture, it can also provides the stage for a country's international status of ascension. As we all know, today's world competition is the competition of comprehensive national strength, and on the international stage, to establish a good international image is very important to enhance the comprehensive national strength. China is the world's second largest economy, by various means to establish the image of a responsible great power is currently an urgent need to do in our country.International FSE activities are important windows to attract the world know a real China, it is also a specific and effective way to construct the image of a responsible big country. The success of FSE activities need the effective transmission media's help, the success of the international FSE activities to carry out the need to press has higher external communication strategy. Therefore, studies our country's international FSE activities of foreign media communication strategy has a high practical significance.This paper based on the China(Qufu) international Confucius cultural festival, as a case, put the national image in the background of the tourism destination image creation, based on the theory of frame theory, using the content analysis method, to study the selection of media representatives and Confucius cultural festival's high correlation, a detailed analysis of different types of media in the process of Confucius cultural festival held foreign communication strategy. The article from six parts, the first part mainly elaborated the paper research background and research significance. The second part carries on the literature review, through literature, found that the research blank, which found that few scholars from the perspective of media framework to study the festival activities influence on tourist destination image and even the whole country and construction. Third part in China(Qufu) international Confucius cultural festival as a case, a concrete analysis of the Confucius cultural festival's official website, CCTV and Confucius cultural festival weibo these three media spread in Confucius cultural festival held before and after the concrete practice, trying to find out our country media in festival activities of the current situation and existing problems of foreign communication level. The fourth part puts forward the study found that, summed up the Confucius cultural festival of nationalization positioning and mismatch between external transmission media. Fifth part according to the above findings, this paper puts forward in international festival activities, improvement measures of foreign media to spread in our country, analysis of the media in the international festival activities should be for the construction of China's national image and the spread of foreign produce realistic significance. The sixth of paper is divided into three parts: the summary section.
