Abstract:With economic development, social progress, countries are vigorously promoting the development of cultural industries.Cultural industries increasingly prominent role, status gradually improved.Compared to Western countries the development of cultural industries, China’s cultural industry there is still much room for development.At present, the potential for the development of cultural industries relatively little research.Therefore, the regional cultural industry development potential evaluation studies, the potential to stimulate and promote the sound development of cultural industries is vital.After reading this article summarizing their predecessors on regional development potential of cultural industries and industries related research, according to the connotation of development potential, find resources, talents, environmental, economic and cultural impact of science and technology is a major factor in industrial development potential.On this basis, using the Delphi method to build up a scientific and reasonable development potential of regional cultural industry evaluation system.A case study in Hunan Province, collected its2007data for all indicators, then the use of fuzzy comprehensive evaluation method estimates the results,in last obtained when development potential of cultural industries in Hunan Province conclusions.Compared2007and2012results of the evaluation of specific development, it was found fit with a high degree of measurement results, the conclusion is correct, and then show that the constructed area of cultural industry development potential evaluation system and practically available, proven evaluation model effectiveness.Finally based on the specific conditions of Hunan Province, from the optimization of industrial structure adjustment of industrial layout, strengthen innovation and creativity, attention to personnel training, improve the market system, strengthen market cultivation several major aspects of the sound development of cultural industries in Hunan recommendations.
