Nowadays, the changes of global economy, politics, culture and society have changed the traditional conditions of producing goods and services. Today, The technological and innovative abilities are playing an important role in the development of economy increasingly. The national comparative advantages are more associated with their innovative abilities. In these new types of economic-cultural or cultural-economic forms, culture becomes increasingly important. Therefore, the cultural industry is not only a process of economic activity but also an important factor of influencing the comprehensive national strength, which plays an vital role in our long-term international trade. Around the world, the cultural industry as a new industry has become a leading industry in many developed countries, and the cultural industry has also obviously become a new growing point of a national economy in some developing countries, The share of cultural industry trade has taken a big proportion in the total international trade shares in recent years.In recent years, although our country’s foreign trade has developed by leaps and bounds, there exists big gap in culture industry compared with some foreign countries, and there still exist some problems about unreasonable trade structure, infringements of intellectual property rights, cultural trade deficits, and low abilities of scientific and technological innovation in cultural industry.
