Research On The Construction Of Public Cultural Service Safeguard Mechanism

Public cultural service, which plays an important role in public service, is also an important manifestation of government service function. In the complete progress of public cultural service system, it faces many problems. Hence, the development of the system relies on the construction of safeguard mechanism. Public cultural service safeguard mechanism is the total mechanism that ensures the construction and development of public cultural service system to deal with problems and shortages in the process, which mainly includes talent safeguard mechanism, finance safeguard mechanism and institution safeguard mechanism. In practice, there are practical explorations of the construction of public cultural service safeguard mechanism at home and abroad. By comparison, we can find that there exists consistency in the importance of public cultural service and the construction of basic public cultural service in different countries. However, there are differences in financial source, talent training, public cultural service modes, infrastructure construction.This paper takes Yinzhou District, Ningbo City in Zhejiang Province as an example. The construction of public cultural service system and its safeguard mechanism in Yinzhou is characterized by something special, including the public cultural service volunteer, private capital investment in public culture service, construction of public cultural facility system which solves the last one kilometer and creation of cultural activity mode combined gentle art with mass culture. Whereas, Yinzhou is exposed to some problems, like the development of public culture service lags behind the construction of public cultural facilities, the development of public cultural service is out of balance in different areas, the absence of public cultural professionals, the imperfection of public cultural service organization cultivation and personnel training, and the faultiness in management system of public cultural facilities and venues. As to the reasons that cause these problems, insufficiency exists in talent safeguard mechanism, public cultural right consciousness, institutional system, satisfaction of public’s cultural demands, and publicity.Therefore, this paper proposes countermeasures to promote the construction of public cultural service safeguard mechanism in Yinzhou District. We should bring in professionals to improve the quality of public cultural service; strengthen personnel training to structure public cultural service personnel support; optimize financial input structure to promote balanced public cultural service development; respect the public’s cultural right to increase their enthusiasm in public culture; complete relative institution construction to provide cultural policy assistance; enlarge publicity dynamics to furnish with public cultural service information sustain.
