The temple and folk beliefs are the fundamental base of the’SHE’ organization in Qin river basin. It has distinctive character in this area. No matter what,, for example Tang emperor,.Yan emperor,Zhen-Ze two fairies, or Cuifujun, Dongyue emperor, White dragon and so on, most of them are related with water, which shows that water play an important role in region society.The village temple meet the spiritual needs of the villages. It is an important part of people’s spititual world, and also It is an expressing space of people’s ritual activities. Since Ming and Qing dynasty, the village of Qin river basin developed quickly. The’SHE’ organization was an important mediation between the village material economic and the villages’ spiritual world. Depending on the mobilization and organization of SHE, the village temples keep in good repair constantly. The activities of sacrifice and histrionsm carried out constantly, too. The’SHE’ organization was also the maintainers of the rural society order. It is an efficient organization form of Rural self-government. In the long run as a sacrifice to organize rural society at the same time, the relationship between the club and villages have become increasingly close, its function gradually overflow organize activities of sacrifice, ceremony itself, but rather more involved in rural society, more and more daily to the political, economic, social and cultural activities. So in river dawen river basin is characterized by village a club, takes a number of clubs, village village a number of clubs in combination with a variety of forms. Club was transformed from a pure folk worship group with a certain geographical space corresponding administrative units at the grass-roots level.
