As the main body of national supervision power,the quality of the supervisor directly determines whether the supervision effect can be effectively played.At the same time,the selection of the supervisor is also the logical starting point of the construction of the supervision system.Therefore,the selection of the supervisor is very important.In a broad sense,the selection and appointment system includes selection and management.The selection and appointment system of supervisors in ancient China started from the Qin and Han dynasties,and gradually matured and formed in the Sui and Tang Dynasties.The research on the selection and appointment system of the supervisor in these two periods will give some inspiration to the development and perfection of the system of the supervisor in China today.The research theme of this paper is the comparison of the selection and appointment system of the censors in the Han and Tang dynasties.By comprehensive use of comparative research method,historical analysis method and case analysis method,and other research methods,on the basis of existing literature,the paper firstly longitudinally combs the changes of the selection and appointment system of the censors in China since ancient times,and then selects the Han and Tang dynasties respectively.This paper makes a horizontal analysis of the system of selecting and appointing supervisors from two perspectives of selection and management,and finally,the similarities and differences of the two are compared and analyzed,and some practical enlightenment is put forward.Based on the above research ideas,the structure of each part of this paper is arranged as follows: In addition to the introduction and conclusion,there are four parts.In the introduction part,the research background and significance,research ideas,research objectives,research content,research methods,innovation and basic concepts of this paper are briefly introduced.The first part combs the development course of the system of selecting and appointing supervisors in China from the pre-Qin period to the present,which lays a foundation for the later study.The second part systematically combs the system of selecting and appointing supervisors in Han Dynasty,and discusses the system structure,selection system and management system respectively.The third part systematically discusses the selection and appointment system of inspectors in the Tang Dynasty.The structure of this part is basically consistent with the second part.The fourth part compares the system of selecting and appointing inspectors in Han and Tang dynasties and analyzes the similarities and differences between them.The fifth part puts forward practical enlightenment according to the experience and lessons of Han and Tang Dynasties;Finally,the thesis is summarized.Through sorting out and comparing the selection and appointment systems of inspectors in the Han and Tang dynasties,it can be preliminarily concluded that in the selection and appointment of inspectors in the Han and Tang dynasties,there was not only the emphasis on the personal ability,quality and knowledge level of inspectors,but also the system design of low weight and the management mode of heavy reward and punishment.But from the materialist view of history,the selection and appointment of the censors in the Han and Tang dynasties did not get rid of the nature of serving the feudal imperial power.These are the basic core of the system of selecting and appointing supervisors in ancient China.At the same time,compared with the Han Dynasty,the selection and appointment system of inspectors in the Tang Dynasty was more detailed and designed more scientifically in the aspects of official setting,selection,examination,independence and supervision legislation.The Chinese traditional political and legal culture is extensive and profound,and is an inexhaustible cultural mine.The ultimate goal of the study of history is to serve the reality.Through the comparison of the selection and appointment systems of supervisors in the Han and Tang dynasties,this paper attempts to explore the cultural resources that are enlightening for the construction of the contemporary supervisory system in China.To improve China’s current system of selecting and appointing supervisors,we should not only keep pace with the times,constantly improve China’s supervisory legislation,but also improve the access threshold of supervisors.While actively expanding the channels of recruiting supervisors,we should also constantly strengthen the supervision of the power of supervisors.
