Analysis Of Fund Collection Of New Rural Cooperative Medical System

As rural dwellers attending voluntarily, the new rural cooperative medical system can inevitably cause reverse choices, which is the main problem of continuous development of fund collection pattern. At present, most area takes the method of collecting fund directly from rural dwellers. This pattern of fund collection has large cost and potential risk which is harmful to the continuous development of the new rural cooperative medical system. In order to solve the contradiction between voluntarily attending and reverse choices, the government should complement the legislation and make rural dwellers to attend compulsorily at a certain extent.This paper mainly includes three parts. In part one, we analyze the development progress and the practice of new rural cooperative medical system, and expound the restrictive factors in the course of spreading, especially the fund collection pattern. In part two, based on the model of monopoly medical insurance market and the model of regulating game, we try to explain the causes of problems of fund collection. In part three, we analyze some practice cases and compare the rural health care system of other countries. Then, we try to give some policy suggestions to the question of fund collection from three aspects: fund resources, fund standard and fund collection.
