Study On Sustainable Development Of New Rural Cooperative Medical System

As a main form of rural medicare assurance, new pattern rural cooperative medical system is of great significance to the substainable development of China's rural economy, the improvement of farmers'living standards and the practical solution of"three agricultural"(three agriculture signifies rural, farmer, agriculture industry). New pattern rural cooperative medical system activated since September 2003, which has achieved good results. But the system has been encountered lots of problems in practice and need to be continuously improved in practice as it is a system innovation without any experiences and maturity modes. It has the reality significance to study the reasons of these problems, discover the corresponding countermeasures, and guaranteed to continue the health movement for new pattern rural cooperative medical system.The paper analyses the old cooperative medical system in terms of setup, development, promotion and decline from historical angle of view. And finds that the old cooperative medical system terminated because of the fund lacks, the government supports vanishes, organizations and agencies flaw and the market of medical has changed. The article puts forward that the new pattern rural cooperative medical system's sustainable development must have a mature finance mechanism, compensate pattern and surveillance mechanism. The paper analyses the defect of the new pattern cooperative medical system from system plane, including unscientific funding collection, funds unstable, hard to control the principle of "slight savings", and the nature limits is not clear etc.The thesis analyzes the resistance on carrying out this new system from three different beneficiaries, which are medical service provider (hospital),demander (farmer) and administrator (government). Including the farmer does not trust the new pattern rural cooperative medical system, the safeguard level and the farmer expected has the disparity, it is difficult for the egresses farmer bring into line with the safeguard system, the cooperative medical treatment hase difficulties to adapt different medical safeguard demand. Besides, the management still face some problems that organization is imperfect, the funds originates is not clear, the profiting scale can not be balanced. Something about the rural fixed point of medical organization is not well enough such as the equipment and the management cost. All these problems have the certain threat to the new pattern rural cooperative medical system sustainable development.Based on above problems, the paper poses some suggestions for new pattern rural cooperative medical system sustainable development mentality and countermeasure, such as speeding up the legislation, perfecting management structure, establishing stimulating and restraining mechanism, strengthen the surveillance, as establishing stimulating and restraining mechanism, perfecting the financing ways, adjusting the compensation ways and integrating rural medical resources.
