Research On The Super-ministries Reform Present Situation, Problemsand Countermeasures About Food Safety In Our Country

At present, China’s food safety situation is very serious, frequent food safetyincidents do harm to the social public life and health.It’s not conducive to the stabledevelopment of social economy, and even seriously damage the government’s credibility.Food safety problem is very complex, not only in production, processing and marketingwith a strong professional, and the government, market and social public main body areinvolved. Because food safety regulation belongs to public goods, so the governmentshould bear the main responsibility. Practice has proved that China’s food safety blockregulatory model in the governance of food safety problems, government blamebetween regulators, power and responsibility is not clear, and so on and so forth, eventhere is a problem such as regulatory loopholes. Therefore, in2013our country decidedthe super-ministries reform of the food safety regulatory system, founded by food anddrug supervision and administration bureau, integration of regulatory resources, toeliminate the department responsibilities and powers between confusion and otherissues.However,food security interests the super-ministries reform involves manydepartments, reforms will be resistance, and the reform of science and feasibility arealso facing a great test. This study focus on the super-ministries reform of food safety inGuangdong Province, analyzes the problem of food safety in the process of thesuper-ministries reform in our country: food safety laws and regulations are not revised,reform the lack of legal protection; Execute apanage management principles, regulatoryconfusion and blind area; Food safety regulatory law enforcement team constructionlagging, deterrence and limited capabilities; Lack of regulatory system at the grass-rootslevel, which leads to the grassroots ensuring food safety; Supervision mechanism is notperfect, not integrate multiple main body strength. On this basis, this study deeply analyzes the super-ministries reform obstaclesexisting in the mechanism, through the analysis of the current our country thesuper-ministries reform process, from the public products, institutional change, and theoverall government theory, combined with foreign experiences and lessons in the courseof the super-ministries reform, so as to put forward the corresponding policyrecommendations: to improve food safety laws and regulations, ensure the smoothprogress of reform; Strengthen the interest coordination between departments, to ensurethe effect of the reform; Give food safety regulatory enforcement, enhance deterrent andstrike capability; Perfect the supervision mechanism, integrating multiple subjectregulatory power.
