A Study On Public Services Of Contraceptive Drugs And Devices In Shanghai

The term of “contraceptive drugs and devices” refers to the group of contraceptivedrugs and devices procured within specific national budget of family planning anddisseminated to the public for free for better birth control. The term of “public services onfamily planning” refers to the sum of services covered by the government organizationson providing contraceptive drugs and devices and relevant services. The program ofcontraceptive drugs is essential for implementing the state policy of family planning andregulating population, and it is equally important for a better birth population quality,better maternal and childhood healthcare, and better enhancement on civil affairs.The program of contraceptive drugs and devices has gone through stages from puresupply of free drugs and devices to parallel supplies of both free and retail drugs, tocurrent three in one system. After the Eleventh Five-year planning, Shanghai has fulfilledstandardized dissemination system over the city range, with a high satisfaction rateamong the mass as the survey shows. However, issues on system, mechanism andstructure remain to be addressed.This article introduces Shanghai’s public services on family planning, taking thecontraceptive drugs and devices management institute as a case study. At the mean time,this article makes an analysis on the usage of contraceptive drugs and devices, financialinvestment and team building, on the basis on sample surveys launched through2004to2012.This article puts up4suggestions for the program of contraceptive drugs and devices.Firstly, public investment shall be increased for better quality contraceptive drugs anddevices; secondly, modern techniques shall be utilized in enhancing public services;thirdly, last year’s departments merger provides better resources for programdevelopment; fourthly, high-rise advocacy and team building is of priority. Shanghaicontraceptive drugs and devices program shall accord with the municipality’sdevelopment and the citizen’s diversified needs through its self reform and enhancement.
