There have been some studies in the International Settlement in Shanghai and how it put influence on the modernization of the Chinese City in Shanghai. They are about the introduction of modern technologies and cultures from the west, the differences and harmony in habits, the conflict and cooperation between Chinese and the foreigners, etc. This thesis studies in the health model in the International Settlement in Shanghai, which includes4important parts. They are:-1. When did the Health Department of SMC appear officially and how did it run;2. The matters about the stuff of the Health Department, such as the employment, exams, salary, etc.;3. The development of hospitals in the International Settlement;4. Charities done by the SMC and social organizations.This thesis starts frome the increasing number of inhabitants, and then shows a way to how the SMC set and worked in the model. The western hospitals played a very important role in the model, which is highlighted. So does the charity organizations.The health model was consisted of the necessary (SMC) and the unnecessary (social organization) in the very beginning. But the latter became more and more important and it then played an essential role esp. during the war.When the health model is made out, its influence on the France Concession and the Chinese City will be studied. It will show us that different systems bring different patterns. But difference makes nothing in promoting peoples’health. No matter what the authority is, it must carry out the Public Health service. The Public Health is the government’s duty and peoples’ right.After all, the health model in the International Settlement showed a simple way that how the city was modernizing.
