The views indicate the guidance on the eight areas of the importance of the system to establish, the principle of the establishment, general practitioner training model, the channels for personnel training, reform of the general practitioner practicing mode, general practitioner excitation pattern, relevant safeguards measures. Family-doctor System as ways to realize a new model of community health services gradually get the attention of the people and government, it is the largest health value-added services in the new health reform program is the primary means of community health services mode transition.Songjiang District released the guidance of the region’s the pilot family doctor system in March2011, because the system has just started, and is still in the pilot phase, so there are many problems, such as general practitioners talent shortage, doctors are not enthusiastic about the work, resident slow recognition rate, difficulty to guarantee funds and so on, to find the reasons for the inevitable requirement of the system of sustainable development.This study is based on our family doctor system services welfare foothold in the wide range of relevant literature and domestic family doctor performance evaluation study based on the Analytic Hierarchy Process analysis principles from the macro, middle and micro views to carry depth analysis on the Family-doctor System impact factors, and with the expert meeting law and Delphi expert consultation method to establish a family doctor system of evaluation indicators system, the use of hierarchical analysis method (AHP) calculate the index weight coefficient, build a family doctor system fuzzy comprehensive evaluation model, the empirical analysis run effect of Songjiang District, the Family-doctor System, to identify the problems of the system implementation process and proposed the corresponding countermeasures and suggestions.
