Under the background of the deepening medical and health system reform, thecompetition in medical market was increasingly fiercer in China. In the face of all levels ofgovernment in health system reform with much money but no state-owned hospitals, thatenterprise hospitals only rely on their own efforts. Considering middle managers throughoutthe organization has played a key role, which form a connecting link between the precedingand the following. Performance management work was not only for improving their ownabilities, but also driving the department staff’s enthusiasm. As a result, hospital have beenimproved management methods, enhanced the medical service quality, attracted consumers,consolidated and raised the market share and achieved sustainable development.Firstly this dissertation has a brief introduction of S hospital. S hospital is a state-ownedhospital affiliated to the S group, which bears the cost of manpower and financial resourcesof nation. In order to reduce the pressure of the enterprise, and enhance the competitivenessof the state-owned enterprise and increase their management level, performancemanagement was introduced in S hospital.Secondly, this dissertation analyses the present situation and problems of theperformance management of the middle managers in the S hospital.Furthermore, this dissertation is on the basis of strategic map of S hospital and makinguse of the balanced scorecard, in financial, customer, internal process, learning innovationfour aspects selects different performance evaluation indexes, and utilize the Delphi method.The representative index as a hospital performance evaluation index was chosen and theweight of each index was determined, so S hospital performance evaluation index systemwas formed.Finally, in the feedback and application of performance management, the middlemanagers were trained to gradually promote their abilities and perfected the performancemanagement. At the same time, the middle managers performance check and evaluationresults were connected to payment, promotion, and training content. All these heightened theapplication effect and degree of importance, advanced the department staff’s positivity fromthe side, indeed can play a promoting role of hospital management technical level.
