For long time, health service capacity lags behind economy development level in ruralChina, and significant differences exist in the richness of medical resource between the ruraland the urban, between the eastern and western China. The situation grew worse since theopening and reform policy took effect in the1980s’, with the economically more developedplaces purchased more advanced medical equipment while no attention was paid to the ruralareas. In the decisions released by the central government to build a harmony society, equalityto medical service for everybody is must. For this, a calling to big hospitals in urban cities toestablish paired support to rural hospitals was put into practice nation-wide. This proves to bean effective method to ensure equal enjoyment of medical services between rural and urban.This article altogether is divided into five parts, first, it define the research background,from the aspect of related policies of urban and rural hospital targeted aid, the taken measuresand problems caused by it around the country, analyze parts of the scholar’s relevant research.Second, proposed three research methods: theoretical analysis, literature analysis, empiricalanalysis and the significance of the research. Finally, it brought up the innovations: urban andrural hospital targeted aid, which is of great significant to building a harmonious society isone of the important public service functions of the government; analyze the urgent problemsthat must be solved during the implementation process from both subject and objectiveaspects; exploring countermeasures about insisting in building and sharing together,establishing a long-term mechanism, nearby support, and remote consultation model etc.The second part defined the concept of urban and rural hospital targeted aid. Proposedthe theoretical basis—the theory of socialist democracy, co-ordinate development andharmonious society. The concept of urban and rural hospital targeted aid is the effective formof promoting the co-ordinate development of urban-rural public health and perform the publicbenefit of the state owned hospitals. It’s a significant way of improving doctor-patientrelationship, an essential requirement of realizing the goal that every has an access to basicmedical and health service.The third part elaborate the following things: effect, timely work arrangement, clear task, determination of the multi-layer support pattern and its result, listed the existing problems ofthe urban and rural hospital targeted aid: such as some support units belittle the aid, othershave the one-sided understanding that it will take effect in short period, the disagreementbetween the actual need and the send personnel, the inadequate training of the grass-roothealth personnel, the insufficient emphasis on the be supported units, The heavy burden alsoaggravate the positivity of the support units. It’s difficult for the accredited personnel to lowerunits and make them stay, besides, the government management problems are also exist,including insufficient attention, the lack of supervision, inappropriate administrativeintervention, the vague responsibility division, the serious problems in long-termmechanism construction. There are serious obstruction problem in two-way referral.The fourth part choose a typical case-the30years support practice between the4thHospital of Hebei Medical University and Zanhuang county hospital. The study involved twophrases: stagnation support, regular support, five patterns: any time guidance, materialassistance, interactive communication, and four experience: that is to do well in partnerassistance, interactive assistance, emotional support, lasting support.The final part posed suggestions about further implementation of urban rural targeted aid:first is to clarify the subject, the government and the recipient responsibility by introducingcontract principle, signing agreement, etc. Second is to strengthen the government financialsupport,the ability of supervision and evaluation. Third is to consisted in building and sharingtogether, exploring the long-term mechanism. Only if the Complementary advantages,long-term cooperation, coordinated development of both sides can promote the reasonableflow of regional health resources and the rational development of health services. Fourth isto establish nearby assistance and remote consultation pattern. Fifth is to improve Two-wayreferral mechanism. Insist on the principles of voluntary choice, classification management,resource sharing, continuous treatment, building up guidelines or referral criterions based ondisease type and patient conditions.
