Comparative Study Of Chinese Basic Medical And Health Disparities On The Perspective Of Urban And Rural

When the chairman of the CPC Central Committee Hu Jitao presided over the twentieth symposium of Political Bureau of CPC Central Committee, pointed out:"To develop a sound basic medical and health system for urban and rural residents to provide people with safe, effective, convenient and affordable services is the Party and government's responsibility, a must for ensuring and improving people's livelihood and pushing people's well round development and an important task of building a moderately prosperous society and accelerating socialist modernization."Establish everybody to enjoy basic medical and health service system is the party and the state's important and urgent tasks, since the reform and opening up, the government continued to increase of basic medical and health service, health service in our country has made great progress, as public goods and basic medical and health service, its supply should be balanced, but at present China's basic medical and health service in the whole still exists the problem of unbalanced, and rural-urban inequality gap is more obvious, rural old people's problem is more serious ,e.g., " too difficulty to see a doctor", "too expensive to afford the medicine".The paper starting with from the perspective of urban and rural areas, summarizes and cardings the Chinese urban and rural basic medical health existence difference and reason, thus proposed the balance of China's basic medical and health related suggestions and measures. In the study of China's urban and rural medical and health disparities significance foundation, launched the research train of thought. First of all, we indicated the basic concept, theoretical basis and its index system, based on the established index system from financial support, service resources, and healthy consumption four aspects to our country urban and rural basic health for comparison, reach our country urban and rural basic medical care and health status, and then using the Theil index decomposition characteristics, selection per thousand of population the number of medical technical personnel, number of beds per thousand population medical institutions, medical care expenditure three indicators, divided into urban and rural areas within the three regions between the group, which estimates the gap between urban and rural areas of the country's contribution to the overall gap, at the same time, calculate the Theil index between urban and rural areas from 2003 to 2010, the trend through the Theil index shows changes in the gap between urban and rural areas, and finally to the emergence of urban-rural gap analysis of the causes and proposed measures.
