ObjectivesTo build a set of objective, comprehensive performance evaluation indexsystem to adapt to our public hospital nurses. Will be more effective, morehumane, more scientific methods used in the care and management, in orderto continuously improve the quality of care, improve patient satisfaction,improve medical quality, reduce nurse-patient conflicts.MethodsThrough access to numerous domestic and foreign literature andconsulting, and interviews with a senior nurse managers to develop theevaluation of the performance of our public hospital care system, the design ofthree expert questionnaire, the use of the Delphi expert consultation methodanonymously expert survey, a total of three round of the survey, the researchteam to consolidate analysis of each round of expert opinions, amendments toa reasonable standard of care performance evaluation. Filter the contents ofthe evaluation index system based on expert assignment, the indicatorsselected in accordance with the analytic hierarchy process to build a judgmentmatrix weight using Microsoft Excel2003to calculate all levels of indicatorsand consistency test. Expert advice SPSS17.0package at all levels indicatorscoordination coefficient and the degree of coordination significance test.ResultsThe three consultation questionnaire are100%recovery, recoveries were100%effective. Level indicators mean a minimum of4.25up to4.90; the twoindicators mean minimum3.65, maximum4.90; the three indicators mean minimum3.95, maximum4.95, were higher than3.50. An indicator smalleststandard deviation of0.308up to0.716; the two indicators smallest standarddeviation of0.308, maximum0.786; the three indicators smallest standarddeviation of0.224, the highest is0.813, less than1.0000. An indicator smallestcoefficient of variation of0.0628up to0.1684; the two indicators smallestcoefficient of variation for0.0628up to0.1952; minimum coefficient of variationof the three indicators0.0452up to0.1987, were less than0.2, higherconsistency of expert advice. Degree of expert authority to0.8925, above0.7,a high degree of authority with credible results. The three experts from theresults of the consultation Statistics, coordination coefficient W test all P <0.05,expert advice on a certain degree of coordination, reliable. After three expertadvice, the final formation contains four Level I indicators,10level II indicatorsand35class III indicators nursing performance evaluation index system.ConclusionsIn this study, based on the balanced scorecard principle, and combinedwith the actual care work, nursing performance evaluation system to learn andgrow in four areas, including the social and economic benefits, care process,patients, nurses, nursing performance evaluation objectivity, fairness,practicality, to eliminate the drawbacks of the average distribution reflects thehard work and the principle of distribution according to work incentives, so thatthe majority of nurses are more willing to stay in the clinical first-line [1].Scientific performance evaluation index system is the basis of effectiveperformance management, performance evaluation of the nursing staff on aregular basis, you can comprehensively improve the overall quality andenthusiasm for work, conducive to the care and management science, andefficient operation.
