Health care system is main part of social welfare in modern country, which is an Non-replacement fundament to national economy and overall civilian’s health. At present, China has great amount of complains and lawsuit as well as business corruption in health system every year, and triggered intensive attention of public. It makes serious hurt on doctor-patient relationship and government credit. The health care system innovation cannot wait.In this thesis, it goes to study on the relationship and interaction between HR and other parties of health care system, discussing China hospital’s HR allocation and related issues through comparing the health care system in the western and China. Demonstrate the histories of mainstream social security system in western countries and China, and the differences of them. Collecting and comparing these differences will show the pressures and difficulties we meet; then it will illustrate the collision of state-owned institution and market-oriented model, the talent losing caused by disputing of benefit sharing, and etc.; make pertinent innovation and implement guidance on medical education to shorten the gap in different districts; breaking monopoly of state-owned hospital, introducing private investment, and setting up unified standard on diagnosis; strengthening assessment and supervision. Establish multi-level health care system, entirely develop the primary health service and community picnic, make more jobs and promote general practitioner income. Construction of justice and protect the doctors group, keep equal between doctor and hospital.
