| ObjectiveIn this study, as the representative of15Grade2nd or3rd Level hospitals in Shunde District, investigated and analyzed the research projects completion status, explore the main factors affecting the project completion, and explore the countermeasures to promote the project completion in accordance with the actual situation. To provide reference for the research management staff on how to improve research projects completion and research management level in county/district-level hospitals. Improve clinical diagnosis and treatment level through research.BackgroundScientific research is one of the basic elements in the development of hospitals, the level and the number of hospital research projects, research projects finish on schedule, and whether the achievements can be promoted, largely reflect the hospital’s research and academic level. Therefore, hospitals are increasing emphasis on research project management. Currently, due to various reasons, many hospitals have the phenomenon of "emphasis on applying projects, neglect to finish projects", some research projects can not be finished on schedule. For the primary hospitals, because too much emphasis on the clinic, research work is weak, the rate of project completion is low, research output is little, can not improve the clinical diagnosis and treatment techniques through research to promote the clinical work. Therefore, the primary hospital research project tracking management becomes one of the hotspots in medical research management. With the increase research projects year by year in the county/district-level hospitals, the hospitals need to have a good management on the research projects, increase the project completion rate, in order to push the clinic work, and promote the hospital competition ability.Currently, there is no report about research project completion status in various county/district-level hospitals; there is few report about how to improve the research project completion rate in county/district-level hospital.Research MethodsTook literature analysis, site surveys, analysis and evaluation of raw data, statistics, interviews and other research methods, investigated and analyzed703research projects in the year2004to2010from Shunde4District-level hospitals,10Town-class hospitals and a private hospital including hospital research project management approach.Research contents:year of project, project level, project commitment unit, project sort, project professional, the age, education and title of the person in charge, whether promoted through the project, project funding, project implementation, and reasons that can not be finished on schedule, published essay, whether passed research outcome evaluation, research awards, personnel training, the number of papers published after the project finished or aborted. We discussed with research management personnel to get imformation of each hospital’s research management approach, incentive and restraint mechanisms.After a review of all the questionnaires, used EpiData software double entry check all the information with SPSS13.0software for statistical analysis, using the x2for categorical variables affecting the project completion to compare and analyze the impact of different factors on the rate of project completionResultsAmong703projects,482have been finished, total completion rate is:68.56%. All the completed projects has published theses.482completed projects published680theses totally, of the total,4SCI,144Chinese core periodicals theses,and532statistics source periodicals theses.14projects trained19post-graduate students and116medical staff.40project results were evaluated, occupied8.30%of all projects;20project results got award from Shunde government, occupied4.15%of all projects;12project results got award from Foshan government, occupied2.50%of all projects.Completion rate in different year:completion rates from2004to2010are57.43%,60.29%,73.26%,73.08%,73.97%,78.21%,76.92%, project completion rate showed an increasing trend each year, the difference was statistically significant (χ2=22.1679, P=0.0011). With the growing importance of research management departments in government and hospitals, effectively supervise researchers to complete the projects on schedule.Completion rate in different hospital:Completion rate is higher in Wu Zhongpei Hospital (92%), and in Lunjiao Hospital (85%), Completion rate is lower in the Chencun Hospital (36.36%), and in Xingtan Hospital (40%), shows a statistically significant difference (χ2=39.1585, P=0.0003).Completion rate for researchers in different age:78.81%in the age of30-39,68.89%in the age of40-49,63.87%in the age of50-59,44%in the age of60years and over. The researchers aged30-39has a higher project completion rate, the researchers aged over60has a lower project completion rate; with increased age of the project leader, completion rate gradually decreased, the difference was statistically significant (χ2=14.3535, P=0.0025). Middle-aged researchers effort is relatively full, strong proactive. The survey shows, the project leader age is one of the factors of the project completion rate.Completion rate for projects in different field:the completion rate is higher in research project of the Pharmacy Department, the completion rate is lower in Obstetrics and Gynecology Department, the difference was statistically significant (x2 =25.0584, P=0.0029).Reasons that projects can not be completed on schedule:Among221postponed or suspended research projects,89projects due to research time no guarantee (36.33%), which is the most important factor that affects projects completion. Other factors include:lack of funds, the study design is not right, and the changes in the project researcher, collection cases or specimens are not enough, and the lack of basic equipment for research.Other factors, including the hospitals of different levels, different project levels, different project categories, project leader of different titles, education levels, the related completion rate difference was not statistically significant (P>0.05).ConclusionAccording to the survey, the main factors that affect the project completion rate include project year, the hospital of the project, project leader’s age, the field of research projects, research funding, research time, research design, project leader, research conditions, incentive and restraint mechanisms, these factors mainly from research to the four levels:the person in charge of the research, the hospital basic conditions, the hospital research management department, government research management department. Deal with the problems, put forward the following countermeasures to improve the project completion rate:1. Level of person in charge of project1.1get reasonable budget, multi-channel secure funding.1.2extend the research time, coordinate and arrange the project well.1.3research projects in county/district-level hospitals focus on solving clinical problems. The research should be combined with the department development; the research should be combined to improve the diagnosis and treatment.1.4make sure the responsibility of project holders, manage the changes of the project leader.1.5cooperate with the personnel department, set up career development planning, to avoid some staff only for promotion to apply for research project. The career development planning should linked with staff career life, set up personnel training mechanism which closely ties with the scientific research, improve researchers’ enthusiasm. Put great efforts to train young researchers.2.
