| In the new round of medical reform,the state pays special attention to the construction of rural medical and health service network,especially the construction and development of county-level hospitals.It can be seen that county-level hospitals are shouldering enormous responsibilities in the construction of medical and health undertakings in China.Strengthening the capacity building of county-level hospitals become an important part of the new medical reform,while new technology is an important way to improve the level of medical technology which is the foundation of hospital development.Developing new clinical technology is an important way to improve the level of medical service and core competitiveness.It is also an important driving force for the development of hospital science.The transformation and application of new medical technology in county-level hospitals is directly related to the service ability of the grassroots.Working on the first line of clinical work,doctors are often the main initiators of the use of new medical technologies,with high professional sensitivity.Patients,on the other hand,are users of new medical technologies and have the most direct feeling about the use of new medical technologies.Hospital administrators faced fierce competition and need to introduce new medical technologies to maintain the competitiveness of the hospital actively.And the government departments may influence the macro environment for the transformation of new medical technologies from the macro decision-making aspect.As can be seen,these factors are closely connected,and influence the transformation of new medical technology together.The main purpose of this study is to understand the doctors and patients in the county-hospitals in a certain city in western China.In order to promote the transformation and application of new medical technology in county-level hospitals in less developed areas and in the context of hierarchical diagnosis and treatment,hospital managers’ cognition status,behavior and perception of new medical technology among them are analyzed,so as to reasonably allocate medical equipment resources and provide the reference.A total of 7 county-hospitals in Nanchong city were investigated,of which 3 were second-class hospitals and 4 were third-class hospitals.Each hospital distributed 40doctor-questionnaires,40 patients-questionnaires and 4 manager-questionnaires.At last,we got 202 doctor-questionnaires,263 patient-questionnaires and 25manager-questionnaires.After excluding invalid questionnaires,the effective recovery rates were 72.14% 、93.93 % and 89.29%.The social network questionnaire was given to the 5th people’s Hospital in Gaoping District.A total of 300 questionnaires were distributed,and 206 questionnaires were collected.The effective recovery rate was68.67%.The doctor’s questionnaire was distributed on the spot and explained.The patient questionnaire was investigated by the trained third-year students of preventive medicine.The hospital manager’s questionnaire was sent out by the teacher and interviewed on one to one basis.The results showed that the factors influencing the transformation of new medical technology were the single channel of doctors’ information and the lack of information exchange;patients were with low level of concern and understanding of the new medical technology and the communication between doctors and patients were not pretty good.Hospital managers were faced with severe external competitive environment and the essential requirements of public welfare in public hospitals;on the macro level of the government,the health technology evaluation system was not perfect;and the distribution of medical resources was not balanced and so on.Based on the results of the investigation,this paper put forward counter measures.On the doctor level,we should strengthen doctors’ training,exchange and study,so as to widen the channels of information,and we should also build effective social communication network.On the patient level,we should attach importance to the popularization of common sense in medicine and establish an efficient communication and feedback mechanism between doctors and patients;On the manager level,they should strengthen the management of new technologies to improve the competitive advantage,define the public welfare of public hospitals and strengthen the introduction of appropriate technology.On the government level,strengthen the assessment of healthtechnology and strengthen the centralized management of medical equipment so as to promote the open sharing of resources. |
