A Study On Public Satisfaction Measurement For Rural Community Medical And Health Service

At present, our Country is still in the primary stage of socialism, agriculture stillplays an important role in economic growth, the number of rural population occupiesmore than half of the nation’s population. The development of rural medical andhealth services, not only conforms to the Socialist essential requirement, but alsomeets the needs of the public’s attention about health. Chairman Hu Jingtao haspointed in The Seventeenth Congress that the government should accelerate thedevelopment of social programs and improve every aspect of the people’s well-being,he also promised that a basic system of social security will cover both urban and ruralresidents so that everyone is assured of basic living standards, and everyone will haveaccess to basic medical and health services. The author was enlightened by themanagement philosophy no measure no management", set a model of measurementabout public satisfaction for rural community medical and health service, and furtherstudies are carried on.Firstly, the author introduces research background of the public satisfactionmeasurement on rural community medical and health service; analyzes significance ofthe study from two levels of theory and practice; defines the connotation of the ruralcommunity medical and health service through the analysis of related to concepts andthe construction of theoretical framework including the features, provider, recipient,service, etc. Then the author proposes the connotation of the public satisfaction indexof rural community medical and health service, and carry on analysis to themechanism of public satisfaction measurement on rural community medical andhealth service by using the theory of the customer tolerance zones.Secondly, the author reviews the classical customer satisfaction index model andtheir construction theory, union the characteristic of rural community medical andhealth service, select the latent variable and the related measurable variable, proposesthe supposition of structural relations; build the Rural Community Medical a nd HealthService Public Satisfaction Index Model.Finally, the author takes villages and towns in Changde City, Hunan Province asthe investigation object, drawing up the questionnaire according to the variablesystem of the establishment model, and carry on investigation, then analyze the dataselected from the questionnaire, and utilizes the least squares method (PLS) to carryon the examination of the evaluation model by the parameter solution, and give somesuggestions to improve rural community medical and health service.
