Objective:to understand the health resource distribution and operation conditions of thecounty hospitals in6rural areas, to analyze the influencing factors, which in order toprovide basic information for the future construction and partner assistance programs. Andprovide sufficient suggestions for the Xinjiang reasonal health management organizationto formulate policies and to improve the township hospitals service ability.Methods: thequantitative data was collected by questionnaire, and to analyze via SPSS17.0, todescpribe the data with proportion rate, with χ~2to statistical inference; the qualitativedata was analyzed by content induction. Results:(1) human resource: the healthtechnicians take up86.53%of the total number of the hospital staff; the proportion of thedoctor and nurse is1.2:1; there are47.84%health technicians younger than35; and only16.86%staff are bachelor degree; the medical staff with primary title account for60.37%;the proportion of the senior title, intermediate title and primary title is1:3:7; the ratio ofthe licensed assisting practitioners is37.60%.(2)financial resource: the income increaseduring the year2005to2011with the average growth rate of25.47%; the hospitalizationincome take most amount of the total income, and the diagnosis and treatment incomeaccount for24.15%, the grant from the higher authority only takes0.48%. at the sametime, the expenditure also increase year by year with the average growth rate of29.06%;the diagnosis and treatment expenditure accounts for41.71%, the balance of paymentsshow increase tendency at the rate of19.98%.(3) materials recourse: there are35kinds ofinstalled and applied equipments in the county hospitals; the configuration rate ofdiagnosis equipment is low, which is66.67%; the configuration of central monitoringtakes up0.03%of the whole equipment; the application of therapy equipment is low as 75.10%; the configuration rate of type-B ultrasonic is the highest in the medical devices.The usage rate of bed increase yearly, with the growth rate of2.15%-13.54%, the averageusage rate of the bed is84.30%. According to the national standard, only three hospitalshaven’t reache the naioanl standard. For the bed per thousand polulation index, only onehospitals reache the standard.Conclusion:the additions and updates of health recourseprogress well under the national policy. And the service ability and allocation is notbalance. The income and expenditure is imbalanced, the government investment isinsufficient, and the possession of bed and usage is poor, the type of the equipment islimited, and usage rate is low, the hospital is short of professional technicians, the usageof large scale equipment is low. To suggest the local governmet should first solve thehuman recourse problems to encourge the development of the hospitals; boost the bedusing, to improve the beds usage evaluation system; to set up a reasonabal plan to allocatethe recouse well and focus on the technicians training.
