Analysis On Status Quo And Study On Strategy Of State Key Laboratories

The development plan for the state key laboratories is an important measure to implement the central government’s strategy of rejuvenating the nation through science and education; it is also an important component of the national system of science and technology innovation. Currently, the national key laboratories have become an important base for engaging in original innovation, organizing high-level basic research and applied basic research, gathering and cultivating senior core personnel for scientific research, and developing high-level exchange of research. As a key component of the national key laboratories, the development and construction of the national key laboratories in the medical field have a direct impact on the quantity as well as quality of the original innovation in the basic medical field of our country; they also impact on the promotion of the core competitive strength of our medical science, and eventually our overall medical and health care levels plus the development strategy of our higher education of medicine in our country will be impacted on.The21st century is about life science, which will continue to flourish. The strong driving force of life science toward natural science will be on a par with physics of the19th and the first half of the20th century. The national medium-to-long-range program for scientific and technological development (2006-2010) clearly points out that by2020, one of the goals is to make noticeable progress on the prevention and treatment of the major diseases, curbing diseases like AIDS and hepatitis, breaking through in the field of making new drugs and key medical appliances therefore obtaining the technical capability of industry development. To achieve the objectives set forth in The national medium-to-long-range program for scientific and technological development (2006-2010) and to develop our nation into a strong country science and technology-wise, the development of medical national key laboratories in the area of life science shoulders heavy responsibilities and has a long way to go, therefore new opportunities and challenges must be faced.In this study, we start off with analyzing the current situation, via historical dynamic analysis and concurrent comparison study methods, we analyzed the development course and the current situation of the medical national key laboratories both horizontally and vertically; we also explored the inadequacy existing in the development of the medical national key laboratories at the moment; secondly, we analyzed from the viewpoint of dialectical materialism the influencing factors in forming the operating mechanism of the medical national key laboratories and the logical relationship among those factors; and then through the combination of management method and mathematical statistics method, we established the assessment indicator system of the medical national key laboratories’development, and did a SWOT analysis; meanwhile, through empirical analysis, we examined the operating mechanism of the medical national key subjects; and finally based on the current situation and issues of the development of medical science, we proposed policy suggestions and development forecast on the medical national key laboratories, upon combining exploration on the frontier medical science and technology in our country and solving national key demands as well as guaranteeing national health, in line with The national medium-to-long-range program for scientific and technological development (2006-2010).The result of this study shows that after nearly30years of development, the medical national key laboratories have made rapid progress both in quantity as well as in quality, but there is still an obvious unequilibrium among different disciplines, there is still a need for further promotion on the overall quality of the laboratories, especially in the original innovation capability. Among the influencing factors in forming the operating mechanism of the medical national key laboratories, extrinsic factors such as the national science and technology development strategy, the steady supporting dynamics of the country towards basic research as well as the environment for science and technology innovation, have a relatively big impact on the development of the medical national key laboratories; meanwhile the intrinsic factors such as the current laboratories management system, the open mechanism, the talents training and flow mechanism, the scientific research environment as well as the output of academic success also play a critical role in the development of the laboratories and their smooth operations.The medical national key laboratories’development involves mangy factors including national, regional, institutions of higher education, institutions of scientific research and disciplines construction etc, which requires the full-scale collaboration between departments of all levels, and support in the directions of policy making, institutional guarantee, steady prop-up etc, so that the medical national key laboratories can further improve in both quantity as well as in quality, therefore the scientific research level of frontier medical science can be pushed further to realize the national key strategy and the national health guarantee can be improved.
