The Study On The New Rural Cooperative Medical Operation Analysis In Yining

Objective:by researching the conduction of the New Rural Cooperative Medical System in Yining to acknowledge the operation of the system, and conclude the successful experience and disadvantages to summarize the problems and difficulties, and then to provide effective suggestion for the sustained development. Methods:this research is descriptive study which collected the relative data of the New Rural Cooperative Medical System (NCMC for short in following part) from2007to2011. The data includes the rate of participation of NCMC, funds raise, compensation plan, the usage of funds, and the benefits situation. After collecting the data, to summarize the data, analysis the data tables, and process the data; later to do the in-depth interview and group discussion to evaluate the data. The interviewee includes the head of the City Health Department, the director of the NCMC, and chiefs of all levels of medical institutions, the medical stuff and participants. The principle of the study did the interview towards the key point of the operation and development of the NCMC with those directors and chiefs, which recorded by appointed person. Results:1) the participation rate of NCMC keeps high in recent continuous five years with increase, and the rate is98.20%in2011.2) the fund raise operates well with he average growth rate of33.52%, and total amount reached to2616.24thousand yuan.3) the usage of the funds is tending towards stability, and the balance increases. The fund utilization rate kept at86%in the2010and2011.4) the compensated gross expenditure increase year by year, which realize the serious illness is given priority to as a whole, but the compensation is low. The actual NCMC outpatient compensation ratio and the average hospitalization expense are low. The rate took34.14%in2007, and lasted between41%to46%during2008to2011, which did not surpass50%.5) the hospitalization number varied in different level medical institutions, the increase rate of autonomous prefecture level accounts for29.90%, city level is 27.70%, and the county is17.90%. People are willing to hospitalize in autonomous prefecture level medical institution in recent5years.6) capital flows:the autonomous prefecture level standed at33.28%, and raised to39.14%in2011; the city level took50.39%and reached at57.24%in2010; the township health institution is33.28%but decreased to11.25%in2010.7) the farmers and herdsman’s benefit:the total number of benefit people reaches54.51thousand, with the rate over100.68%, included the inpatients9.65%and outpatients91.03%. Conclusions:Since the Yining city promoted the New Rural Cooperative Medical System from2007, the department not only raise the standard of fund but also increase the government investment; adjust and lay out the reasonable minimum line, maximum line and compensation standard to perfect the system, especial for those people have financial problems to improve the fairness; by observing the medical institution operation to control directory medicine, and zero profit drug sale, strengthen the financial support to control the drugs expense; to progress the management of the administrative department and the network of the rural health service system, to help and teach in service skills for providing better service; to properly distributed the health resources to perfect the system and the farmers and herdsman will benefit more. Meanwhile, to work more on the policies of average expense, actual compensation, funds flow, hospitalization choice, control of fees increase and township hospital service capacity.
