The new health care reform has clearly pointed out the need of pushingforward the reform of mechanism about public hospital compensation. Itcalls for the two channels of compensation in public hospitals which areservice charges and financial assistance gradually instead of the threechannels which are service charges, the income of drugs plus andfinancial assistance.At present, the paths of exploring about compensation mechanism ofpublic hospitals in China are rich, but the studies in the military hospitalssuch special public hospitals are few. Firstly this study defines the specialnature of the military which are security benefits for military service andthe public welfare for the paid medical services. It is because of the dualattributes of the military hospital, the compensation mechanism is morecomplex than the general public hospitals. This study explores thecommon problems of the public hospital social compensation andpersonal compensation. It also studied the reform of the military hospital paidmedical service compensation mechanism from various aspects andclosely integrated with other reform measures under the context of thereform of public hospitals compensation mechanism. It is a usefulsupplement to a certain extent for the theoretical system ofcompensation mechanism reform of public hospitals.This study analysis specifically and deathly the status quo in a military hospital paid medical services compensation which was found manyquestions. Firstly, the military hospital service for local patients sharing thedefense expenditure of resources to some extent and increasing theservices costs, but it did not get the financial compensation of the localgovernment; Secondly, the new health care reform will give publichospitals including military hospitals inevitable loss; Thirdly, the control ofhealth care costs are ineffective because of medical insuranceunreasonable.Combination l retrospective analysis of literature, the author proposesspecific solutions to build a military hospital Points and the mainframework of paid medical services compensation mechanism. Firstly, itdetermined the bodies of compensation for the medical services of themilitary hospital which are local government, social and personal;Secondly, the compensation of medical insurance should be fixedprepaid by disease diagnostic classification. It focuses on incentives formedical personnel to enhance the efficiency of medical services, controlmedical costs and effectively constraint hospital medical services; Finally,beyond the basic medical insurance coverage at their own expenseportion of the project, personal payments (compensation) shouldincrease the cost of labor value to objectively reflect the labor value ofthe medical staff.The study not only enriches the theory system of the reform aboutcompensation mechanism of public hospitals, but also provides thepolicy references and scientific advices for the reform in military hospitals.In order to ensure the effective operation of the compensation mechanism of military hospital with paid medical service, you must alsorecognize special nature of military hospitals and emphasizing theresponsibility of local government financial compensation. At the sametime,we should promote a comprehensive coverage of health insuranceand off-site real-time settlement. It can lay a solid foundation for themilitary hospital and better protect their military services. Furthermore, itshould accelerate the payment reforms, which is a key constraint hospitalmedical services. This not only make the overall health care costs down,but also to promote the enhancement of the efficiency of medicalservices, and thus the quality and efficient direction, adapt more quicklyto health care reform and the pace of progress.
