The Research Of China’s New Rural Medical Cooperative Management Mode Innovation

The new rural cooperative medical system is organized, guided, supported by thegovernment, invested by voluntary participation of farmers, individuals, collective andmulti-party government, mainly with serious co-ordination system of farmers health careaims at treating. China’s government began a nationwide implementation of this system inJanuary2003, and the aim is to solve the problems of the farmers due to the decline of thetraditional medical mode of cooperation because of illness to the poor back into poverty.The new rural cooperative medical system has played an important role inimproving health care protection to farmers, and it has already covered all the country’srural residents until2010. Generally speaking, It reduced the medical and economicburden of farmers, and also ease the farmers’ illness to the phenomenon of the poor andbacking into poverty. However, from the long-term perspective, this policy system, wherethere are still some shortcomings. Such as the management system is imperfect, weakawareness of farmers participating rural medical conditions, funding and management arenot standardized.At present, regardless of foreign scholars and domestic scholars, whose exploringthe new rural cooperative medical care system are both still in a unitary stage, They alllack of comprehensive, holistic and systematic research; focus on research that describesthe problem against proposing related solutions; discussion of related systems the validityof the theory abroad is more, while combined with the theory of the actual situation inChina is relatively small. This paper argues that we should not only learn from foreignexperience, but also combine with China’s national conditions, starting from a systemicand holistic intensify theoretical studies and put more significance on practice, to providebetter guidance and help for the new rural cooperative medical care system development.The paper takes documentary research, qualitative analysis and comparative analysisof other research methods. Firstly, the relevant literature at home and abroad extensivelyreviewed to understand the relevant research results, and to grasp the current domesticand international research status of this issue. Then through qualitative analysis, theevolution of cooperative medical care system and the root causes are explored, thecharacteristics of the new rural cooperative medical system are analyzed, as well as howto make China’s new rural cooperative medical care system to achieve sustainabledevelopment. Finally, by comparative analysis the advantages and disadvantages ofseveral new rural cooperative medical management model are discussed to explore howto build a more standardized and rational management model.The establishment of new rural cooperative medical system is a long-term task. Onlythrough continuous research and improvement, can we get the project of bringing benefitto800million rural masses better and better, and then make contribution to build aharmonious society.
