Medical care is an undertaking that benefits the entire people. It is no exaggeration to announce the rural medical care as one of the biggest concerns about people's livelihood since it relates to the health care of over half of China's population.The establishment and development of China's traditional rural medical care system before 1980s has set an internationally-recognized example of realizing social development by public support at low income levels. However, it gradually shrunk and was finally disorganized due to China's economic system reforms. Under such severe circumstances, China's government made a series of research, and started to bring new rural cooperative medical care system into effect since the very beginning of 21st century. It had been five crucial years until 2003 for the new rural cooperative medical care system, during which noticeable performance had been achieved -- 2729 counties/cities/districts put the new system into practice, covering 815 millions of rural citizens up to the end of 2008. New medical care reforms were carried out since the beginning of 2009. Under such circumstances, it is necessary to analyze the status quo of the rural medical care and investigate further measures to ameliorate the system. It helps recognize the present situation and clarify the direction of development, as this dissertation is intended to.This dissertation first makes clear and comparatively analyzes relevant concepts and theories, then makes a brief review of the history of China's rural medical care system, and switches to analysis of the current policies and the status quo from the aspects of health, sanitation and medical services based on a large body of data, thereafter briefly introduces contemporary patterns of international medical care on the basis of above analysis, and brings forward the author's primary conception and policy suggestions on how to ameliorate China's rural medical care system.
