The Living Condition And Development Path Of Township Health Centers Under The New Medical Reform

Objective: Since the start of a new round of medical and health system reform in2009,after three years of exploration and adjustment,the policies gradually improved.From the perspective of policies and social environment,the entire medical and health industry has entered a new stage.The main purpose of this paper is to understand the "12th Five-Year" period(2012-2016 years),township hospitals in the new stage of reform,changes in the balance of payments,medical services,human resources and other aspects of the review of the current survival condition,and the analysis of existing problems,and then try to indicate the direction of the development path of township hospitals.Objects and methods:This paper mainly studies the qualitative and quantitative methods of four township health centers in Maoming Binhai New Area,a newly established economic zone in western Guangdong province.The main research content is the State Council promulgated the "12th Five-Year" plan for deepening medical reform,the change of sample township hospitals' situation,medical services and public health services,analyses the impact factors of the performance and the enthusiasm of the staff in township hospitals,suggestions.Conclusion: This paper attempts to explore the plight of township hospitals in the new period by analyzing the living conditions of the township hospitals in Binhai New Area,and provide effective suggestions for the administrative departments to make decisions.In the implementation of functional orientation,we must do a good job in basic public health services,and enhance the basic medical service function;In improving the policy system,improve the basic drug system to promote drainage,flexible use of revenue and expenditure two line management system operation,improve medical insurance policy,promote hierarchical diagnosis and treatment;In strengthening the construction of grass-roots personnel to promote the establishment of long-term mechanism,the construction of grass-roots health personnel,the effective platform of basic health talents,to revitalize the existing grass-roots health personnel,to further establish and improve the talent introduction mechanism,accelerate the construction of medical personnel in basic medical institutions.
