Constitution Of Public Hospitals Based On Public Governance

The establishment of modern hospital management system is an important part of deepening medical reform,and hospital charter is the carrier of modern hospital management system.The establishment of modern hospital management system needs the basic concept of public governance,standardized,fine,scientific hospital and the operation mechanism between the government,society and the internal power.This requires both the government level laws and regulations and the rules and regulations at the hospital level.Therefore,taking public governance as the basic concept,formulating hospital charter with Chinese characteristics is an important starting point for promoting the modern hospital management system.From the perspective of public governance,this paper aims to explore the content framework of the hospital constitution based on the theory of public governance through the combination of practical case study and theoretical analysis.There are six chapters in this thesis,which are divided into three main parts,namely,the first chapter,the introduction,the second to fourth chapters as the research results,and the fifth chapter as policy recommendations.The first chapter is the introduction,which mainly analyzes the background of the topic,the significance of the topic and the research results of the hospital constitution.On this basis,this paper puts forward the research ideas,methods and possible innovation points of this paper.The second chapter is the basic theoretical analysis,combing the theories of public governance and public hospitals.The third chapter,based on the analysis of the main problems faced by public hospital governance and the causes of the problems,puts forward the management ideas of public hospitals in our country,that is,taking public governance as the basic idea,making the hospital statutes as the grasp and establishing and perfecting the modern hospital management system.The fourth chapter makes a summary and comparative analysis of the articles of association of the British and American hospitals and the articles of association of universities in our country.It focuses on the systematic analysis of the relevant provisions of the relationship between the hospital and the government,the hospital,and the society as well as the main bodies of the hospitals and summarizes the general practice and Enlightenment of the constitution formulation.The fifth chapter focuses on the analysis and discussion of the basic concepts that should be adhered to in the constitution of the hospital.Then,on the basis of studying the legal nature of the constitution of our hospital and the problems that should be dealt with in the constitution of the hospital,the basic framework proposal of the constitution of our hospital is put forward.This paper studies the establishment of hospital constitution from the perspective of public governance and combines theory with practice to make the hospital articles of association from the text form to the effective way to achieve the effective treatment of the hospital,thus more practical significance.
