As the government increasingly finances the hospital information construction, thePACS and HIS in big hospitals have been improved essentially.Taking affiliated hospital of Chifeng University for instance, various hospital information systems appear inthis hospital.Then data transmission and intergration among these systems,especiallyinformation and image data transmission between the PACS and HIS,has become thebiggest barrier in the development of hospital information management.According to the situation that different devices and departments have different HIS and PACS which work with database in parallel,this paper analyzed and synthesizedthe present PACS and HIS in that hospital,then proposed new system structure whichwas service-oriented,and concentrated on patients, and could be constructed accordingto an open standard.The new system structure integrated the PACS and HIS into onesingle bigger system, and each part can function independently at the same time.Signi-ficant progress can be made in data transmission between the two systems. Mainwork focuses on the following aspects.Firstly, an independent basic information database was established whose index unit was relatively static data set. Referring to the design of the DICOM model, changing structures of systems’database can resolve subsystem communication and information supremacy problem. Using a proper way to make each bussiness database open toeach other and combining the complex, heterogeneous subsystems can realize hospital-dominated information management and all information sharing sufficiently.Secondly, building a medical information platform in the hospital, which is basedon health dossiers of patients, can be applicable for the entries of the PACS, HIS, andhospital image data storage center to provide information exchange interfaces. It can also provide medical information exchange service which conform to standards such asHL7, DICOM, and IHE by Web services, and ensure interoperability and openness ofthe system.Thirdly, a dynamic and hierarchical storage system was set up which stored medical data in different type and performance storage devices respectively according to their importance, volume, visit frequency, and reserve period. A flexible strategy is adopt edin the system that medical data will automatically be transferred between memoriesatall levels according to changes of visit frequency in order to balance efficiency andcost.Fourthly, the intelligent information retrieval system was designed and developedgiving consideration to information security which combine the PACS and HIS,andrealized a more efficient and sorted information retrieval which was oriented to patie-nts, doctors, administrators in hospitals.Presently, the paper’s achievements have been successfully applied in affiliatedhospital of Chifeng University. The whole project involved106clinic rooms, and1,200information terminals. The integrated system generates16G medical Imagedata and500MHIS system data flow every day. The new system has stably functionedfor9months, got172points (No.1in the whole province) in the NeiMengautonomy’s comprehensive assessment of large-scale hospital and were confirmed byexperts of municipal sanitation department. It provides a good example and a cleardirection for the integration among other information systems such as Healthexamination manage-ment system, EMR, PACS/RIS, LIS, and other hospitals’ information systems in the future.
