The Research To The Conversion Program Of Zhuhai City’s Maternal And Children Health Hospital Under Public Program Management’s Perspective

As China’s market economy continuous development and mature, our publicinstitutions also began market-oriented reform, paying more attention to thecombination of both economic and social benefits. The hospital is an important branchin China’s public institutions. In the face of booming healthcare demand, thehospitals’ respond to the market for reform and development is particularly important.Reform is urgent.This Paper means to analyze the new market situation and competitionenvironment the Maternal and Children Health Hospital of Zhuhai City faces, basedon the practical problems it encountered in the conversion program. Taking intoaccount its public institution’s nature, the conversion must grasp the principle ofreform. Referring to the program management theory, the paper discusses the specificmeasures and principles of the conversion under market economy conditions and thepublic institution’s nature.The first part of this paper gives an overview of program management in publicinstitutions, especially in government programs and scientific research programs, togive examples to the research of Maternal and children health institutions’ programmanagement. Subsequently, the paper introduces the basics such as meanings,principles of public Institutions’ program management, paving the way for theprogram management in maternal and children health institutions; then combined withZhuhai City’s economic, social, health development, analyzed Zhuhai City’s Maternaland Children Health agencies’ demand and supply situation, pointed out the necessityof Zhuhai City’s Maternal and Children Hospitals’ conversion program. After theintroduction of the main content of the program, the paper gives comprehensiveanalysis of its cost and revenue, and analyzed its economical and social benefits,insisting on its public institution program’s value orientation. Combined with theprinciple of public project management, the paper makes some recommendations thatshould be noted in the implementation of program management, pointed out that theconstruction should pay attention to both the economic and social benefits; shoulderresponsibility to funding sources-government departments and the public; hold thecentral goal of providing service to the majority of the people.
