In recent years, the numbers of the old who are disability or have dementia increased obviously, as well as the families which is only olds or elderly people living alone increased, the pension issue has become the focus of current world. The elderly long-term care service has already transferred the simple take care work to life care, medical care, rehabilitation nursing and psychological care service system. With the wide services and special object of service, the professional voice of nursing member intensified. I found that the specialization of nursing member is one of the bottlenecks of long-term care service development in Shanghai, so how to improve the professional level of nursing member is worth of deep thinking.This study use the specialization theory and human resource management theory as the theoretical basis, do a sample survey conducted through questionnaires and interviews to find out the specialization status quo of the old-age care workers in Shanghai, use factor analysis and correlation analysis in SPSS19.0software for data processing. The research shows that the specialization level is general, the degree of each specialization dimension are not the same, and the professional level of the elderly long-term care workers working in the nursing institutions or community are also different. In addition, the six dimensions which is the professional knowledge, professional skills, professional spirit, professional autonomy, professional status and professional training of the elderly long-term care workers have a significant or highly significant relationship, in the same time, age, educational level and wages are also affect Shanghai nursing member professional level in different degrees.After further analysis, the author believe that there are many reasons to trigger specialization status quo of the old-age care workers in Shanghai, in the government perspective, it contains:the policy is not given enough protection, the management system and operation mechanism is not perfect and the deficiencies in specialized training; in the social perspective, it contains:low degree of social acceptance, people are unwilling to "pay" the specialized results, the lag construction of the professional organizations and employment forms problems; in the Individual perspective, it contains:older and low educational level, the heavy task and low pay and no professional belonging. Due to this, the final chapter put forward some countermeasure and advices, such as increase the support of legal policy, improve the specialized education system, regulate the internal management system of the elderly care workers, speed up the construction of professional organizations and create a good professional construction atmosphere.The innovations of this paper are as follows:first one is the object and content of this study, and a combination of theory and practice, the Specialization theory throughout the research process, while the human resource management theory is applied to the internal management of the nursing member.Secondly, it recommends the "three steps" ideas to improving the legal as well as the specific nursing member professional education programs and the standardized internal management plan. At the same time, the author thinks about how to build the professional organizations and create a good professional atmosphere.
