Ningxia is located in the inland of northwest China and in the arid and semi-arid climate zones. Years of average rainfall is289mm,which is increasing from north to south in Ningxia.The per capita available water resources (including the crossing of the Yellow River water) is657m3.It is belongs to the serious water shortage area.In order to effectively address the sustainable development of agriculture is facing the increasingly serious problem of drought and water shortage.So improving the efficient utilization of limited water resources is imminent.NingXia highly pay attention to the development of water saving irrigation,which taked a series of countermeasures to promote the steady development of water saving irrigation.In Ningxia,the effective utilization coefficient of irrigated water is0.44by2011,and Ministry of Water Resources explicitly stipulated that the effective utilization coefficient of irrigated water will increase to0.48by2015in the12th five-year plan in Ningxia.This paper elaborates the analysis and research of effective utilization coefficient of irrigated water and evaluation index system of NingXia.The results of the study are as follows:(1)With method of initial and ending calculation to establish different types of foothill irrigation water use coefficient, the mathematical model for calculation and analysis provide important theoretical basis for irrigation water use coefficient, and concrete analysis in the process of measuring the determination of various parameters.(2)In the base of the calculated work from2008to2011, it has analysised relevant data systematically and summarized the experience of four years.Combining with the basic conditions of irrigation area in ningxia irrigation water use.it establishs evaluation agricultural irrigation water use coefficient of evaluation index system of Ningxia,uses the analytic hierarchy process (AHP) to calculate the weights of each index.(3)It calculated the rate of canal seepage control,irrigation area size,type of irrigation area,comprehensive meteorological conditions, four factors are the main influence factors of irrigation water use coefficient, which are large weight.It analysis the four factors.The channel anti-seepage rate, the greater the coefficient of irrigation water use efficiency.The bigger irrigation area and irrigation water use coefficient of the lower, and vice versa.The effective utilization coefficient of irrigated water of Gravity irrigation area<water pumping irrigation area<well irrigation area.The influence of climate on agricultural irrigation water use coefficient is mainly for irrigation quota,irrigation canal system water surface evaporation and crop management and the way influence.
