Planning Strategy Study On Reducing Traffic Congestion Of The Central Commercial Districtof Beijing City

The transportation supply capacity of the Central Commercial District (CCD)of Beijing City far exceeds its transportation demand, owing to gradually increase of the proportion of residents’ travel demand about lifestyle such as leisure, shopping, entertainment etc. Frequent traffic congestion reduces the efficiency of road traffic, service levels of public transit and quality of the environment in the CCD of City, making consumers prefer car to public transit, which further aggravating the traffic congestion of the commercial business district. The domestic and overseas experience of traffic congestion treatment shows that, land and transport integration, transportation demand management, which can adjust the space-time distribution of traffic, are effective measures to coordinate traffic supply imbalance and ease traffic congestion.Firstly, the thesis was to straighten out and sum up the relationship between the land and transportation, traffic congestion factors, policies and measures of transportation demand management of the CCD of City, and to summarize the experience of successful CCD of City at home and abroad, all in land development, transportation network organization, walking system construction, parking management, etc.. Based on the classification study of the CCD Beijing City, selected one typical object from each type for study including collected data, comparison analysis and induction,and then finded out the the chief cause of traffic congestion in the CCD of Beijing City.After that,this thesis put forward the planning framework with the different synthesis ensuring the unimpeded road as its core and suggestions based on the weight analysis of traffic problems and the deffiences between various types of the CCD of Beijing City. At last, taking Zhongguancun commercial district as the example, the thesis verified the planning framework ensuring the unimpeded road method system by discussing recent improvement countermeasures,long-term traffic partition plan and supporting measures.The thesis provided a conclusion through research and practice:(1)Because of complicated transportation problems, categorizing the CCD of Beijing City is advantageous to put forward the targeted measures for easing traffic congestion;(2) Explore the crux of the traffic congestion,because related factors of traffic jams in the CCD of Beijing City contains multiple city subsystems.(3) From city or regional transportation system to coordinate, set up a systemic slow mode, namely the different and comprehensive strategy ensuring the unimpeded road. From the macroscopic and microscopic aspects, work gradually in stages, in order to realize the the ultimate goal which is not completely isolated slow business district of Beijing city central business district.
