Research Of Management Policy On Regional Coordinate Planning

As the wave of economic globalization and regional integration, The region has been involved in the international competition and labor divisiion as a whole more and more. As the result, the construction of region development has presented to be an multi-central regional spatial structure and increasingly open and multi-level function network. So how to increase the regional competition by plan as a whole and coordinate the development between the regions in order to reduce vicious competition in the region and promote the regional harmonious development become one of the most important topics of regional development.However, the foreign experience of regional coordination planning management is very difficult to directly applied to domestic practice under the administrative system background of China,while the domestic theoretical research of regional coordination planning management whith concentrated in the metropolitan has not established a mature framework. Therefore, how to build a comprehensive and effective policy system of management and regional planning by apply the foreign theory practice and experience to China become one of the most important problems need to be solved in regional development.Therefore, This article try to explore a basic mode of regional coordination planning and management policy system at the angle of how to built the main body of planning management, the coordination mechanism, the planning mechanism and the interest mechanism by combine the analysis of domestic and foreign theory with the domestic problem in regional coordination planning management.at the last, this article take city cluste of QuanZhou Bay as an example to build up the policy system.This Paper is composed of five chapters:the first chapter describes the sources, background, purpose and meaning of the subject, and also explains the basic idea of the paper. The second chapter sum up the theoretical model of coordination and planning management policy system by analyse the domestic and foreign theory. The third chapter take Randstad metropolitans, Xi’an-XianYang, Dandong-Donggan and Pearl River Delta as example to analyse the experience of domestic and foreign regional coordination planning management policy system. The fourth chapter summarized the problem of regional coordination planning management policy system in city groups around QuanZhou Bay, The fifth chapter try to build up the regional coordination planning management policy system by form the main body of regional coordination planning management, coordination, regional planning mechanism, benefit coordination mechanism and the financial mechanism.
