| Since1970’s, Chinese economy has developed rapidly, industrialization and urbanization gradually accelerated, which enhance the level of urbanization and residents’social life. At the same time, the contradiction between economic growth and the natural ecological and environmental protection become much more acute. Chinese regional spatial development is faced with a series of questions, such as lack of resources, ecological degradation, the expansion of the gap between urban and rural areas, infrastructure shortage etc. Based on the questions of drawback of spatial resources allocation, the state raised the concept of the main function zoning, that is based on the carrying capacity of resources and the environment, existing development density and development potential to co-ordinate consider the future population distribution, economic layout, land use and the pattern of urbanization, national space will be divided into four main-functional areas. This is the first time for Chinese government to break regional spatial planning by administrative division compilation, which is a great significance for the ecological protection and sustainable development. In the long time of social-economic development, trad-itional spatial planning gradually reflect a number of shortcomings and adaptability, such as lack of effective quantitative analysis, the planning scheme is too simple, lack of effective techn-ology, what’s more, the planners always ignore the importance of ecosystem. All of these actions will do damage to the effect of spatial planning. Therefore, the scientific division main-function area is considerably important.In this thesis, Shijiazhuang City was chosen as a case. Using geographic information system (GIS) and Statistical Product and Service Solutions(SPSS), based on the conception and principle of geographic information geography, and urban economics, the questions of spatial develop-ment direction, the division between development of region and protected region and space governance during the process of regional development were analyzed quantitatively.Then on the basis of the relevant research, we get the land-using programs of main functional area in Shijiazhuang.This paper was divided into five chapters.The first chapter was the introduction that put forward the research background and important meaning of the thesis, discusses why we should do the work of of the main functional area division, and introduce the content and framework of the article.The second chapter was the literature summary. Firstly, pointed out the theoretical background of the main functional area, which were sustainable development th-eory, point-axis systems theory, space governance theory, regional flow theory etc. Then summary the methods and process of spatial planning at home and abroad systematically, on this basis, introduce the main-functional areas and its issues.The third chapter is a key part of this paper, instruction of research analysis platform. The first is to introduce the thesis research data and the creation process of related space database and property database. The second is the analysis of the research model and methods. Inspired by the development of strategic planning and regulatory planning, I try to build a "guiding" and "controlling" double-levels main-function zoning system. The level-1function area’s main role was to ensure the develop direction of Shijiazhuang in the future, which played a leading role by using quantitative methods such as principal component analysis and hierarchical cluster analysis and qualitative methods such as comprehensive analysis. Through these we could obtain the result of level-1function area in Shijiazhuang. Based on the theory of strong sustainable development, the level-2function area focused on eco-constraint to the space. First we should build the potential-resistance model and potential developing index(PDI), and then determine the indexes from development potential forces and development resistance forces, which including resources and environment carrying capacity, the potential of society-economy, environmental stress and ecological sensitivity force, we could calculate the cut-off point between regional development and protection for Level-2function area through Superposition of space. This section also summary the advantages and shortcomings about the double-levels function area dividing model. At last, this section present the main research methods and technique route.The fourth chapter is the empirical part of this paper. First it presented the resources Endowment of nature, society and economy in Shijiazhuang Currently. Then generalize the historic planning thoughts. Based on the model and methods in Chapter3, the results of division of function area for Shijiazhuang could be calculated. For the level-1function area, it could form e Shijiazhuang spatial development pattern with a feature of "guiding", that is Characteristic industries in eastern areas, modern industrial in the middle area and eco-conservation for western area. For the level-2function area, it could be calculated with resources and environment carrying capacity, the potential of society-economy, environmental stress and ecological sensitivity force by using ArcGIS software, and gain the division chart of function area for level-2through scenario analysis and program decision in Shijiazhuang at last.Finally, the fifth chapter summarized the main conclusions, innovation, research deficiencies and improvements in the future.The whole thesis contains about57000words,60pictures and charts. |
