The Regulatory Suggestions And Research On County Functional Division Of County Area Under Ecological Constraint

Since the reform and opening up,the economy and society have developed rapidly,but the natural ecological environment has been under tremendous pressure and has been overloaded for a long time.Therefore,it is necessary to form a scientific and rational land space development to meet the current economic development.In this context,China has successively issued various policies,hoping to establish a regional model with effective space utilization,harmonious economic and ecological development.The main functional area planning has become an important means and way to coordinate the development of various regions and improve the utilization of land space,and it has become a hot topic in various research fields.At present,a large number of provinces have completed the division of the main functional areas,and the research methods are becoming more and more mature.However,there is no complete system for reference in the county-level theory and method research.This paper selects the county under the key ecological function zone as the research object of the zoning,which fully reflects the construction of the land development and protection system by the state in the report of the 19 th National Congress of the Communist Party of China,and at the same time improves the supporting policies of the national land planning and the county-level zoning research.Important theoretical and practical significance.On the basis of summarizing foreign space planning research and domestic main functional area planning theory and practice,this paper establishes an ecological priority-based county “ecological constraint model” and main function evaluation index system,and takes Qimen County of Anhui Province as a practical case study.,carried out joint research on relevant theories and practices.It provides a reasonable basis for improving the spatial development order of this type of area,and at the same time puts forward reasonable control measures for each area after refinement.The specific research contents include: Firstly,explore the functional zoning of regional main body with ecological focus,sort out theories and methods of relevant practical research,and summarize the research.Secondly,according to the characteristics of ecological constraints,the main function zoning method and the main function evaluation index system are optimized.Then,on the basis of analyzing the research resources,ecological conditions,social development and development status of the study area,the research on the actual case of the main function zoning in the study area is carried out.Finally,locate different functional areas in Qimen County and propose control measures for the corresponding areas.Finally,the following research conclusions are obtained:(1)Constructing the evaluation method of the main functional area in four aspects: ecological constraints,resource and environmental carrying capacity,existing development intensity and economic and social development potential,which can better partition the space of each functional area of the county.Distribution,better prevention of ecological protection areas due to the impact and damage caused by development.(2)The functional division of the county main body should be more detailed and easy to implement.The combination of the administrative unit and the natural boundary can make the location of the functional area more scientific,and it is more operable to refine the implementation to towns and villages.(3)By solving the key points of ecological protection and economic development,the scientific division of various regional areas in the main functional zoning has been realized.(4)Through the ecological constraint model,the comprehensive index of the main functional area of Qimen County was analyzed,and the results of the division were more consistent with the functional orientation of the key ecological functional areas in Qimen County,Anhui Province.In addition to the above research and conclusions,the content needs further deepening and research,which needs further exploration.In addition,the ecological binding has not been generally accepted by the calculation method,the influence of the constraints on the main functional area and how to accurately locate the binding force.There are some controversies about the results,and there is still a lot of content to be discussed.
