SCADA (Supervisory Control and Data Acquisition) system is a computer-based process control and scheduling automation system. It monitors the industrial field equipments, and has the functions that show data acquisition and analysis, equipment operation control and abnormal alarm. SCADA system can be applied in many areas of electricity, petroleum, chemical and metallurgy. Especially in the electric power industry, it used most widely used and mature. As the main sub-system of the energy management system (EMS), SCADA system is the most important data source and the tools for highly efficient data processing and decision-making diagnosis.With the growing dependence on SCADA system, the system outage brings more and more damage to substation. For this reason, high availability of SCADA system is more important for substation system. Hot-standby system is an effective solution to improve the system availability.In broad terms, hot-standby system is two servers perform the same service and back up for each other. When a failure happens on one server, the standby server takes over all service from the other server and guarantee service continuity. From micro perspective, hot-standby system is especially based on active-standby model. At the same time, only one server is in running state. When the working server malfunctions, the other server will take over the business from the failing server, the hot-standby system will be designed by Active/Standby model in this subject.The hot-standby system in this paper is designed for substation SCADA system. Firstly, this paper analyzes the goals to achieve for the substation SCADA systems and the reliability for hot-standby system, combined with the theoretical basis of the hot-standby system to determine the characteristics of the design goals. Secondly, this paper intrudeces the high availability theory and correlative technique in detail by analyzing the failure characteristics of SCADA system. In the end, this paper discusses the various schemes of hot-standby system, and decides the final route.In the realization of hot-standby system, This subject adopts VC6.0as development tool. The DLL (Dynamic Link Library) and multithreading technology will be used to realize data sharing in different modules and sub-systems. It is convenient for system maintenance and secondary development that system adopts the modular programming method.By means of testing and analyzing of hot-standby system, the results show that the correctness and usability of this paper’s design implementation which have a good actual application value. Finally, on the basis of reaserch summary, this paper gives the problems need to research and study in the future.
