Landscape design combines technology, economy and society; it involves both logical and imaginary thinking and the work has to be done scientifically as well as artistically. Landscape design contains objective elements like location, landform, traffic and project funding. Subjective elements as cultural traditions, manners and mental feelings are also taken into consideration. Works of landscape design can be evaluated quantitatively and qualitatively. The evaluation index system contains both subjective and objective elements and requires different determination methods. Evaluation of the past projects is often a matter of different opinions. Landscape design projects in small and medium-sized cities come along with the urbanization and transformation of villages. Research on landscape design is still at primary stage, so problems involved can only be solved according to specific circumstances. The paper takes two village transformation projects-<Streetscape Transformation of Fenghuang Village, Zhang Jiagang>,<To Rebuild Shanty Town of Lao Fubao, Huozhou>as an example, and uses<Conservation Plan of Huangtang Village, Shixing, Shaoguan> for reference to discuss the planning and designing method of streetseape under different circumstances in small and medium-sized cities. An optimized and systematic method has been introduced to guide the design work which consists of objective tree and weighting coefficient. It can be applied to quantitative parameter design as well as designing elements optimization.Small and medium-sized cities are integrated and intricate social systems with small area and population. To study streetscape design in these cities is to help them develop more reasonably and orderly. There are few streets in those cities which highlights the importance of the streetscape design. Streets are not only important passages of traffic, but powerful medium expressing urban style and culture. How to make streets serve the public better and follow the natural rules to reach an ecological harmony. From a technical point of view, the streetscape design of small and medium-sized cities can be simplified as multi-objective optimization. The application, purpose and meaning of a project can be represented as objective function, the location, environment, economy and budget of a project can be seen as constraints. Universal design rules or philosophy can be objective function or constraints according to the terms listed by Party A. It is a constraint if there is a clear boundary and an objective function if there isn’t.Problems in landscape design can be considered from a mathematical point of view, for example, traditional design optimization theory defines a feasible solution as one that satisfies all the constraint conditions, and an optimum solution as one that satisfies the objective function. The optimization design in landscape is to search for an optimum solution that can satisfy the objective function under certain constraint conditions. Design philosophy can be interpreted widely or narrowly, so is the streetscape design optimization. Various interests have to be taken into consideration and optimization should be interpreted from aspects of technology, economy and society. We hope research on streetscape design of small and medium-sized cities can help find an entry point of this in modern China and provide theoretical basis and guiding significance for the development of streetscape design in China.
