Since the PSC inspection came into force, it has played an important role in reducing the number of low standard ships, protecting of the marine environment, improving shipping efficiency. With the advancement and improvement of PSC inspections, more and more countries join the regional memorandum organization, and the PSC inspection gets even more attention.PSC inspection results reflects the safety management of the flag State to a certain extent, based on the analysis of the inspection results to evaluate the safety management status of the flag State. First, this thesis introduces the concept of PSC inspections, inspection procedures and other related content, and selects the Tokyo MOU PSC inspection statistical data from2010to2012, selecting three indicators such as inspections without deficiencies percentage, the number of deficiencies per ship and detention percentage to measure the safety management of the flag State. Then apply k-means clustering algorithm on the raw data and normalized data, and use cluster analysis to obtain three types of evaluation results about flag States. Finally do correlation analysis and regression analysis on three indicators and three factors as ownership, per capita GDP, the average age, and verify the validity of the results, indicating that the results is feasible.The results of this study on the safety management of the flag State has important reference value to measure the ship of flag State factors when doing PSC inspection, IMO and other international organizations to develop decision-making.
