Abstract/Summary:
Navigation is an industry of high risk, where loss of personnel and property caused by natural calamities or accidents is very common. For a long time, the whole shipping world has been attempting to seek the cause of the accidents in order to reduce loss and decrease risk in the shipping industry. However, people achieve little result even if they have made a study of climate, environment, Ship structure, equipment and so on, because the primary reason is that no matter how advanced the ships are, they are manipulated by the seafarer. It is human factors that are the main reason for the accident.The paper, by means of studying on convention pulsory, domestic law and learning reference to the domestic and international experience and enquiry for the expertise, sets up a set of system on operational requirement inspection evaluation indicator system of seafarer, in which adopting Analytic Hierarchy Process method different weightings were ascertained and Comprehensive Assessment research model for Inspection of seafarer’s operational requirement are established on the basis of Safety Evaluation Theory. Verified by the experiment, evaluation model proves to be effective. Eventually, based on the practice safety supervising it also put forward some advice for inspection of seafarer’s operational requirement.The application of the research would be significant for our country improving seafarer quality, and reducing shipwreck accident. In the meantime, as the research just tackles some similar problems on routine ship safety inspection, it is valuable to be used as reference for the application of the rest parts of the inspection work.
