Zhoushan islocated in the East China Sea China important parts, and the conditions for portconstruction, is the development of sea economy in our country, and even to thedevelopment of an important springboard for the pacific. In2011June, the State Councilapproved the establishment of Zhejiang islands of Zhoushan District, in September29,2012, the establishment of Zhoushan comprehensive bonded zone laid a strong foundationfor the establishment of Zhoushan free port.In this paper, based on the port development history, try to explore the law from thefirst stage of port development, find a port generation upgrade path of development. Thecharacteristics of each generation port analysis, research to the port to next generationdriver upgrade. It is mainly divided into external factors and internal factors, both promotethe port development and upgrade. The first line port intergenerational upgrade as portdevelopment at the same time, also opened another line free port construction, andcreatively put forward the development with the first line to promote the development ofsecond lines, namely the construction of a free port, and creatively put forward the"Double Line Development". In combination with the development law ofintergenerational port, creatively put forward a characteristic development path--ReturnPath of Development.
