| In the1990s, a number of Western Europe countries witnessed a revival of the strategic spatial planning, which became a laboratory of these "experiments". It is being considered that the strategic spatial planning covers many theories or studies, including Western planning theories, sociology, environmental science, public administration, as well as philosophy and so on. Thus, it has a positive meaning of doing the research on the strategic spatial planning of Western Europe to the study and practice of strategic planning of our country, which started since the beginning of the20th century.Based on a comprehensive analyzing archives and documents, through the exploration of the origin and development of strategic spatial planning,as well as the comparison and analysis of the domestic and international research and practice, the meaning, characteristics, rationalities and methodology of the strategic spatial planning have been summarized, which contribute to the domestic studies and lay the foundation for the following case study.Oostende, a city situated in the northwest of Belgium, has been chosen as a case study of the thesis. Starting from the planning system in Belgium, the thesis discusses the background, the main driving forces and the participation of the Oostende practice; then a methodology and a concrete framework have been established on the basis of the theoretical research. Through data collection and field visits, the thesis analyzes the status in quo; various forms of forums and interviews with the planning departments, the stakeholders, as well as the public have been employed to support a wide discussion on the relevant issues; thus in this way, the application of the methodology has been carried out in Oostende. Finally, through the interpretation of the case, the experience of the strategic spatial planning of Oostende has been summed up, which provides a new perspective and some valuable suggestions for the improvement of the domestic strategic planning. |
