Resesrch On The Quality-oriented Urban Planning Strategies Of Yishui,Shandong

Based on the comprehensive understanding and systematic summary of the research and practice of urban quality at home and abroad, the paper proposed to re-understand the essential connotation of urban quality based on the origin of the concept of quality and considered that urban quality contained three main features of multiple dimensions, phases and combination of subjective and objective in the current time background of urbanization which puts more attention to not only its quantity but its quality and people-oriented urban development concept.On this basis, the paper then proposed to build the urban quality system. Firstly, from the perspective of multiple dimensions feature, the paper put forward that urban quality contained two major components:basic quality and growth-promoting quality on reference of management division method, thus further clarified the urban quality-related construction content. Secondly, from the perspective of phases feature, the paper analyzed the key elements of urban quality improvement and the relationship between the various elements at different stages of urban development on reference of development phase theory and demand theory. Thirdly, from the perspective of combination of subjective and objective feature, the paper proposed the general idea and strategies of urban quality improvement based on the different levels of demand as must-be type, one-dimensional type and attractive type drawing lessons from KANO model.Furthermore, the paper refined several main elements which played a major role in the improvement of urban quality from the urban quality system:the potential quality resources, quality industrial and service facilities, quality venues, quality landscape and cultural atmosphere as well as management system and policies. The paper then tried to explore the urban quality improvement path by analyzing the correlation of main factors.Under the guidance of the above theoretical framework, the paper did empirical research on Yishui, Shandong Province. On the basis of analyzing its superior resources and high-quality space and determining its development stage, the paper put forward four spatial planning strategies which included the remodeling of the overall space framework, the complex transformation of industry and services, the construction of ecological and cultural landscape network, and the active organization of open space and slow-traffic system. And furthermore, the paper provided three soft environment construction strategies which included the promotion of the inclusive and creative city cultural image, the establishment of a participatory decision-making mechanisms and preferential policies to attract high quality people.
