The water pollution in China becomes more and more serious, and the available water resources become less. The water supply in a lot of Chinese cities can’t meet the requirement of consumers. At the same time, the leakage rates of water distribution network(WDN) in the cities of China keep a high level. The leakage of WDN not only causes the great waste of priceless resource, but also even causes the bursting of the tube. The bursting of the tube has a strong impact on the security of water utilization for residents and enterprises, and it causes the great direct and indirect economic loss. Therefore, the measure of effective leakage control which was proposed on the base of the leakage analysis of WDN had a great operation signification.The leakage variety and reason of WDN in the cities of China were systematically analyzed. On the base of the leakage materials analysis of WDN in Shaoxing county since2006, the main leakage reasons of the WDN in Shaoxing county which were summarized in this paper included the poor tubular products, the poor workmanship, the high water pressure, temperature fluctuation, etc.To effectively predict the longevity of main pipes in Shaoxing county, the safe operation time forecasting model of WDN based on genetic least square support vector machine was proposed. The model offered the gists of scientific decision-making for the maintenance and replacement of WDN. At the same time, aiming at the practical situation of WDN in Shaoxing county, the systematical, advanced, practical solutions for leakage control which were proposed included below:(1) the establishment of the framework of integration of water supply and management; (2) the scientific management of WDN;(3) the adoption of advanced equipments and the intensification of leakage control;(4) the enforcement of reconstruction project for WDN.Applied to the WDN of Shaoxing county for several years, the validity and reliability of these controlling means were verified. It indicated the means can well be applied to the leakage control of other WDN in China.
