With the social and production development and reduction of water resource, the water industry is facing serious challenges. It is practically significant to study network leakage, control leakage rate and improve economic benefit and service effect of the water supply enterprise under present conditions. The control method on pipe leakage was studied and a suitable method and practical tools for changing the passive management status were provided based on the economic analysis, and from the viewpoint of pipe leakage forecast, economic loss from leakage and pipe renewal cost.In this paper the reason for the network leakage was summarized, prevention, management, and control measures were proposed, especially the technical measures for reducing leakage frequency and lowering leakage quantity were presented from the view point of design, construction and maintenance. In order to provide basic data for economic analysis on network leakage control and maintenance, the water supply pipe leakage forecast model was established through fitting the leakage data using gray series forecast method; the model of pipe maintenance cost was established, which quoted the practical data parameters, provided a method for making decision on the leakage economic loss; the pipe construction cost model was established, and it has strong feasibility for quoting the practical data from pipe construction department; the economic concept was introduced , and the most economic pipe renewal time was decided based on the leakage forecast model and through comparison between pipe maintenance cost and pipe construction cost; and the concept of pipe service life was proposed. At the same time according to the economic decision model on pipe renewal ,the most economic fixed number of year in service was presented , so it can provide foundation on reasonable and safe use of pipe for network administrative authority; the optimal capital distribution model on pipe renewal economic decision system was established under given capital level, so it can provide technical support and practical tools for rational use of capital by administrative authority, draw up scientifically the pipe renewal plan all the year around.All the models studied and established is for the purpose of providing technical theory and practical tools for manager, and giving guidance to manager in draw up scheme plan, so as to realize the rational use of capital rationally, improve operation quality and save energy. It is of instructive significance and use value.
